1 · The Basics
Most people use their EBT card to receive SNAP food benefits. For Lifeline, the thing that matters is SNAP itself - not the plastic card. If you receive SNAP, you may qualify for Lifeline.
Lifeline is a federal benefit that helps low-income households pay less for phone or internet service. USAC says Lifeline can cover up to $9.25/month toward phone or internet, or up to $34.25/month on qualifying Tribal lands. The benefit pays for service, not for an iPhone.
Heads-up: ACP ended on June 1, 2024. The only active federal phone benefit in 2026 is Lifeline. Any site claiming ACP is still running is wrong.

2 · Reality Check
If you see an ad promising a free iPhone 14, 15 or 16 to every EBT user - walk away. Providers may list iPhones, but the actual phone you receive is bound by stock and your application details.

Provider stock changes daily. Always confirm on the provider's official site what's actually in stock for your ZIP before you submit an application. These five carriers are the most reliable sources for an EBT-linked iPhone in 2026.

4 · Who Qualifies
Your household qualifies if you (or anyone living with you) participate in any one of the programs below.
SNAP / EBT
The most common Lifeline door.
Medicaid
Coverage must be currently active.
Supplemental Security Income (SSI)
Seniors and people with disabilities.
Federal Public Housing Assistance
Section 8 and related programs.
Veterans Pension or Survivors Benefit
Verified through VA records.
Income ≤ 135% Federal Poverty Guidelines
Alternate path if no program applies.
One benefit per household. If your spouse or another household member already has a Lifeline phone, you cannot get a second one.
National Verifier is mandatory. You must be approved at checklifeline.org before any provider can ship a device to you.
5 · Documents to Prepare
Don't assume your EBT card alone is enough. USAC and some providers may request clearer proof that you participate in SNAP. Have these ready as sharp digital photos on your phone.
SNAP approval letter
Dated within the last 12 months and showing your legal name.
Current benefits statement
Must show today's active status, not just history.
Government-issued photo ID
Driver's license, state ID, or U.S. passport.
Proof of current address
Utility bill or lease agreement matching your ID.
Last 4 of your SSN
Or a Tribal ID number - used by USAC to de-duplicate.

6 · Step-by-Step
Follow these steps in order. Skipping one is the fastest way to get rejected - or scammed.
Confirm Lifeline eligibility
SNAP/EBT is the easiest path. Medicaid, SSI, VA pension, Federal Public Housing, or income at or below 135% FPG also qualify.
Apply through the National Verifier
USAC's system at CheckLifeline.org is the only official way to prove eligibility. In 2026 it returns most decisions instantly.
Compare providers in your ZIP
Don't apply through the first banner ad you see. Verify the provider serves your state and lists real iPhone models - not just 'smartphone'.
Read the device offer carefully
Is it an iPhone, an Android, a SIM kit, a BYOD plan, or a discounted upgrade? Wording like 'smartphone' almost always means Android.
Submit sharp, well-lit documents
Blurry EBT card photos and address mismatches are the #1 reason applications get stuck in manual review.
Watch approval and shipping updates
Approval and shipping timelines vary by provider. Anyone promising same-day iPhone delivery is a scam.

No nicknames
Use your legal name exactly as it appears on your Social Security card and EBT letter.
Avoid blurry photos
A hard-to-read EBT card sends your application to manual review - which adds weeks.
One application at a time
Applying with multiple providers at once flags you in NLAD and can block you completely.
Ignore ACP offers
ACP ended in June 2024. Any 2026 site still selling ACP deals is either outdated or a scam.
